The element(s) you want to add scrollbar(s) should have the typical CSS properties of an overflowed block which are a height (or max-height) value, an overflow value of auto (or hidden) and content long enough to require scrolling. In any case, jQuery must be included first, before plugin scripts. js files on the bottom of the HTML document (just before the closing body tag) is recommended for better performance. Point being, destruction sucks if you can't spam the hell out of it, so you want to do everything you can to make the mana cost cheap right from the start.Some frameworks and CMS include jQuery library in the head tag to make sure it’s loaded when other scripts request it. You can do chest as well, but the mage robes are good enough if you don't have a 4th grand soul gem.
The goal is to get some decent fortify destruction enchants on a ring, ammy, and hat. If you do all this right, you should essentially start the game (~lvl 6-8 or so) with 50-100 petty soul gems, fortify destruction enchant known, and be able to power level enchanting up to ~50 or 60. At low levels, they sell them in high stacks. Make some gold selling potions, and go to vendors to buy their petty soul gems. Blue butterfly wings and blue mountain flowers (common in the starting areas) sell for a lot.
Loot all the alchemy ingredients on your way to these various places. Take those, then head off to Whiterun (or wherever) and disenchant them. Look closely, one of the dead bodies should be a Thalmor mage with fortify destruction robes. Just past the first bandit camp, there is a ramp going up to a shrine of Talos. When you first exit the tutorial, go left and not right at the fork.
